  • Derrick Choice was sworn in April 26, 2022, as Smith County Precinct 1 Justice of the Peace. Choice is a former Tyler City Councilman and has served on numerous boards and organizations, including the Northeast Texas Regional Mobility Authority, the Tyler Metro Chamber of Commerce, the Juneteenth Association of Tyler, the East Texas Minority Health and Wellness Coalition, the Rose City Civitan, NAACP, Fit City Tyler, Boys and Girls Club, United Way, Salvation Army and Big Brothers/Big Sisters.

  • Commissioner Precinct 4

    Sworn in on January 2, 2023, Ralph E. Caraway, Sr. is the County Commissioner of Smith County for Precinct 4. An East Texas native, Caraway was born in Mineola, and has been a resident of Tyler for more than 30 years. A veteran of the United States Army, he now serves as the senior pastor of St. Louis Baptist Church, Tyler.

    He looks forward to this new role in government serving the residents of Smith County, utilizing his experience in representing constituents at the city level, along with other community service.

    His community involvement over the years includes:

    • Tyler City Councilman for District 3 (2007-2013), Mayor Pro-Term

    • Half Cent Sales Tax Board, Tyler

    • Development Board of The University of Texas Health Science Center of Tyler

    • The East Texas Fair Foundation, Board Member

    • Goodwill of East Texas, Board Member

    • CASA, Board Member

    • Moderator of the Original East Texas Baptist Association, a body of 50 churches.

    • Chaplain for the Smith County Sheriff’s Department

    • Chaplain for the Tyler High School football team

    Dedicated to community improvement, he has the firm belief that there is “Power in Community” and through collective work and communication, a better life and quality of living for residents of Smith County is a reality, with continued progress built on a solid foundation.

    He has been devoted to his wife, LaQuita, for 41 years and is the father of three children and grandfather of six. Always active in the community, he is a great example of a true servant leader.

  • Ralph Caraway Jr. took the oath of office January 24, 2023 after being appointed by the Commissioners Court as Smith County Precinct 1 Constable following the resignation of the previous office holder. Caraway Jr. was appointed and sworn in as interim Precinct 1 Constable July 8, 2022.

    Caraway Jr. came to the office from the District Attorney’s Office, where he worked as an investigator since 2019. Prior to that he worked for the Sheriff’s Office from 2005-19. He started as a detention officer in the jail and worked his way up to Captain over jail operations.

    Throughout his time at the Sheriff’s Office, he also served as patrol deputy, Criminal Investigations Division detective, a member of the FBI High Intensity Drug Trafficking Areas Task Force, a patrol sergeant, narcotics sergeant and jail lieutenant.

    He currently holds a Master Peace Officer License and a jailer’s license.

  • Dr. McKellar received her undergraduate degree from Texas Women's University in Nursing and Chemistry and earned a master's degree from the University of Texas with honors in community health nursing, criminal justice, and organizational speech communications; and received a Doctorate in Nursing and Healthcare Management from Columbus University.

    She is a member of the Mental Health Veterans Advocacy Council and is currently serving as its Vice-President. She is also a member of several civic, social, and professional organizations, including Rose City Chapter of Military Officers Association; Veterans of Foreign Wars; Disabled American Veterans Association, Gamma Omicron Omega Chapter of Alpha Kappa Alpha Sorority, Inc.; Top Ladies of Distinction of America; Texas Democratic Women; National Federation of Democratic Women; American Business Women's Association; National Black Leadership Initiative on Cancer; Critical Care Nurses Association; She also supports Ms. Karen Jackson, founder of the National Sisters' Network, Inc.

    Dr. McKellar is married to Danny McKellar, a retired minister and Dallas School District educator. They have two adult children and five grandchildren.

  • Broderick McGee was born and raised in Tyler and attended public schools in the Tyler Independent School District. Upon graduating from John Tyler High School, he received his Associate’s Degree from Tyler Junior College, a Bachelor's Degree in Business Administration from Le Tourneau University, and a Master’s Degree in Human Resource Management from Columbia Southern University. Broderick also holds a Professional in Human Resources Certification from the Human Resource Certification Institute as well as a Society for Human Resource Management (SHRM) Certified Professional Certification.

    Broderick currently serves as a board member for the Alzheimer’s Alliance of Smith County. Previously, he served as President of the Rose City Chapter of SHRM and as a Commissioner for the Planning and Zoning Commission for the City of Tyler. Broderick is also an alumnus of the Leadership Tyler Class 27.

    He serves as Pastor of Administration at the New Life Community Church and Minister of Music at the Liberty Baptist Church and owns McGee Property Management, LLC.

    He is employed with Special Health Resources as the Chief Human Resources Officer and has participated in numerous company initiated and sponsored leadership development programs.

    Broderick has been married for over twenty-five years to Tabbotha McGee and they have four children. In his spare time, he enjoys fishing, playing the piano, traveling and hanging out with friends and family.
